Shaykh Fawzān: Giving charity to someone suspected to be on drugs & they pray

Shaykh Sālih Al-Fawzān (رحمه الله) was asked:

A poor man who is accused of using drugs, is it permissible for me to give him charity, bearing in mind that he prays?

He responded:

Give him charity, but advise him as well. Say to him: “Do not use this to buy drugs, I do not allow you to do this. Rather, you must spend it on your needs, poverty and children.”
