Shaykhul Islaam ibn Taymiyyah رحمه الله stated,
“As for Zakaat, then one should
seek to give it to those who are deserving of it, from the poor, the needy,
those in debt and other than them from the people of righteousness, who follow
the Sharee’ah (Islamic rulings). As for he, who openly practices innovation or
immoral acts, then indeed he deserves punishment, by boycotting him and other
than that and should be called to repentance, so how can he be helped with
Zakaat in that (innovation or sin)?!”
