What
is the Ruling on Talking Whilst Qur’an is Playing in Background on a Device?

Ibn ul’Uthaymeen رحمه الله تعالى states:
“Allah
said, ‘So, when the Qur’an is recited, listen to it, and be silent that you may
receive mercy”. (al-‘Araaf: 204)
So
if we had a recorder playing the sound of a reciter reading the Qur’an (in the
background) and everyone carrying on with their affairs and talking etc), then
either we switch it off or we listen (in silence).
As
for remaining upon a chatter and speech as we can’t hear anything other than
voices of people (chatter among yourselves) then this is in opposition to the
manners required with the Qur’an.
We say, either turn off the device playing Qur'an or listen (silently).

Note:
This
is sometimes done by people in their homes. A device plays Qur’an in the
background and the people are busy with their affairs, talking etc. Often it is
done with the idea of ‘protection’, that as long the Qur’an is playing in the
home it is good.
However,
what is required is attention and silence and not just for it to be a ‘background
sound’ in the home that no-one is particularly actually listening to.
