Imām Mālik ibn Anas (رَحِمَهُ اللهُ) said:
“Not
everyone who wants to sit in the masjid to narrate ḥadīth and give fatwá should sit [and do so] until he consults the people of righteousness, virtue and those in charge of the masjid. So, if they
see that he is worthy of that then he sits [and teaches]. I did not sit [and
teach] until seventy scholars from the people
of knowledge bore witness that I am worthy.”
